Prof. Etsey is an eminent scholar and researcher with a strong and extensive background in classroom assessment, achievement testing, educational measurement and evaluation, research methods and statistics. He has over 45 years’ experience in full-time academic and leadership positions. He was an Association of African Universities (AAU) staff exchange programme exchange fellow and also an adjunct lecturer at The Florida Agricultural and Mechanical University, USA.

He has written a number of books and articles in the areas of assessment, achievement testing, educational measurement and evaluation. His scholarly work has been well received at both the national and international levels.  He has attended and presented papers in several local and international workshops and conferences in Ghana, USA, England, Nigeria, Cameroon, Tanzania, Zambia, Uganda, Singapore and Zimbabwe.

Prof. Etsey has contributed significantly and immensely as a consultant and provided technical assistance to many national and international agencies such as The Mitchell Group USA, Academy for International Development (AED) USA, UNICEF, DFID, Ministry of Education in Ghana, Ghana Education Service-GPEG, and USAID, among others.  He was either the lead consultant or a team leader in most of the consultancies.

He has an excellent track record of educating and training of personnel, with an extensive experience when it comes to developing theories of change, monitoring and evaluation, and performance framework for development organizations.
